General Database System
General Database (GDB) is a collection of individual applications grouped together under a single console. Each application connected to a central compiler for the purpose of sharing relevant information across the complete data manage platform. Each of these applications (apps) have evolved through continues upgrading over a fifteen year period. These upgrades, driven by user requests, made the system a tremendous asset by monitoring data flow and keeping important time sensitive functions from falling through the cracks making the department run smoothly. The “Data Coral” is an interface that provides the Police Chief with real-time statics on arrests, incident reporting, traffic stops, traffic tickets etc. It also acts as a control panel where all computer activities are monitored.
CAD
CAD is an event driven, calls for service and general activity dispatch program. Its uses range from general dispatch (documenting patrol units activity such as traffic stops and calls for service) to logging visitors and phone calls. It also generates case numbers for multiple agencies.

Activity Display (big screen
format)
Activity Display’s design purpose is to display current CAD activity, supervisor information, current units, pass down info, etc. typically its displayed on a large screen wall mounted TV. This the idea behind this app is to provide real-time information in a command center environment or for com center so employees are informed on current activity.
Master Name Index
The Master Name Index (MNI) documents paperwork handled by the department; it contains general information of victims, subjects and business. Typically data is entered in the MNI by office personnel responsible for processing department paperwork. Data is also entered into this system automatically by certain applications like incident reporting and arrest management. MNI also has an access portal for users to obtain local records information on persons. This portal is available on both Network Access Terminal (NAT) and Mobile Data Terminals (MDT). Option to automatically email .pdf report
Warrant Management
This module is the central database for all Warrants Protection Orders etc. assigned to the department for serving. Warrant Management tracks all warrants entered and provides that information to all General Database Applications on the network alerting personnel of warrant status when a name, address, or tag is entered into any application in the GDB platform. It provides a means to assign warrants to officers to be served. It manages warrants sent to other agencies by printing out a copy of warrant and letter or will email a .pdf file copy of warrant to any email address. Warrant Management will also send email or text message when warrant reaches certain age or has been assigned to an officer and it is unserved after a predetermined period of time.
Employee Management
This application saved my rear
once when I was asked why my department didn’t reflect racial makeup of the
city. Because it prints out the employment application and tracks that
application; if its not returned then you know the sex
and race of the person that picked up but didn’t return application. It also
documents any testing, interviewing process once hired it enters the employee
into the GDB network. It maintains the employees
general information, emergency contact and clothing sizes.
Department Property Management
This application logs and keeps
track of all department property. It keeps track of property issued to
employees and prints out a sheet for employee signature. It makes it easy to
assign property as it provides a list of all your unassigned property. When you
hire a new employee you go to this app to assign all the property/ equipment
and print out the property sheet and have the employee sign it. Anytime
additional property is assigned or turned back in a hew sheet is printed and
again the employee acknowledges receipt and again verifies his possession of
previously assigned wquipment.
Property Management also provides
a report of the dollar amount of all equipment by category for audits.
Office to Car Messaging
Messaging is a feature that allows silent communication between officers in the field and office personnel.
Advisory Management
This program assigns a notice to any address, person, and vehicle tag. The alert can be entered by officers of office personnel. Example: An officer responds to a residence that has a vicious dog, he can tag that address providing details for future responders. It can be used to alert emergency services of special needs of the elderly like medical condition and location of key for responders.

Civil Paper Management
This application does for civil papers what warrant management does for warrants, with much of the same functionality; it keeps office personnel on top the civil process serving as it tracks papers as they are issued to process servers and tracks the history of each paper and is service effort. Each paper is tracked through the process by a bar code.
This app also provides statistics on total papers delivered by department and by officer; it also breaks this down by paper type.
Chief Corral
This application is the Department Head’s primary interface with the GDB platform. The main page provides multiple windows that provide real time information on active calls for service, in progress traffic stops, arrest totals for the month, current month traffic ticket totals, daily visitors, total employee payroll hours, for current pay period, current equipment repair requests, list of messages and phone calls, the center module displays the General Activity for the department year to date and current month.

Asset Forfeiture Management
This program helps build and
maintain asset forfeiture cases on cash, vehicles, property etc. It produces
all the legal forms for the filing of forfeiture case. It also generates
notification letters for lien holders alerting them that the vehicle has been
stopped with drugs and any subsequent incident will result in forfeiture
proceedings. This program follows each item through the seizure process and
sends email / text alerts to assure that paperwork is processed in timely
manner. It will also email/text the department head/supervisor of inactivity on
time critical processes.(Officer has not filed case with DA’s office
and time is close)
Leave/Overtime
Leave/Overtime is a straight
forward data processing application to document overtime worked by employee and
leave requests such as sick, vacation, holiday etc.
When an officer enters the request it appears on the appropriate supervisors
console for approval. If leave is approved it notifies scheduling officer to
make appropriate scheduling as needed.
Motor
Pool Management
This program maintains a record
of all department vehicles and their service history. It consists of two
interfaces, supervisor and employee, Employee’s enter information related to needed repair for both
vehicles and equipment. Once entered it appears on the supervisor’s console;
the supervisor then issues the work order. Repair history and costs are
maintained on each vehicle and is viewable from the supervisor work order
screen. (The Chief’s Corral maintains a list of all uncompleted repair
requests.) MPM can send email and or text message to notify officer of work
related information and the Chief of lingering repairs.
Evidence
Management
(Comes with bar code printer and scanner)
Like most of the GDB applications
Evidence Management (EM) has two components, the evidence entry (primarily
officer use) and the evidence officer console. When evidence is entered, an
adhesive label with a bar code is attached to the evidence; this bar code is
later scanned by the evidence officer during the cataloging process and each
time the evidence is handled. EM documents life of evidence through the
adjudication process to disposition (destroy, turn over to owner or condemned
for department use.) it has a printibme history that
documents each time the evidence is handled and or removed from evidence room,
the documentation includes date/time stamp and the name of all persons
associated. EM prints out lab submittal, evidence logs.
EM, sends a text message and or
email alerting Evidence Officer that evidence has been tagged (As with all
applications this feature can be turned on and off as needed.) this alerts the
evidence officer that the evidence has come into department control and is
currently located in the overnight storage awaiting final cataloging and bin
assignment. Note: Cataloging refers to the process used by the department for the
primary logging and placing of evidence into the general evidence inventory
room.
EM is programmed to send test
message/email automatically under the following circumstances:

Impound Management
This application documents and
tracks all vehicles impounded by the department. It keeps track of both towing
and storage fees and prints out an invoice.
If a vehicle is impounded for
drug related charged, it sends a text message/email to the asset forfeiture
office for follow up.
Vehicle Seizure:
Impound Management follows seized vehicles throughout the seizure
process, generating all court documents needed for filing comdination
and maintaining a list of all pending condemnation cases.
Awarded Vehicles
When a vehicle is awarded Impound Management generates a title
application and maintains a reminder list of all pending title applications.
Vehicle
Impound Management generates a bill of sale or transfers vehicle
to motor pool for department use.
Memorandum Management
This application is a very useful
program because it manages department memos and General Orders issued by the
department head. Once entered the system assigns a memo number or general order
number and is stored in a database for future reference. You have the opinion
of printing or emailing/text messaging the memo or general order. The memo or
order can be marked as private so it is viewable only by the department head.
All but private memos and general orders are searchable by category and
available to all or selected employee groups.
Community Service
Persons assigned by the courts to
perform community service are entered into this application usually by the
dispatcher. The program documents the court order number of hours and then
maintains a record of hours work and provides a running total of hours left to
serve. Program prints out a report for the court upon completion. Program can
send a text message/email notice to responsible agency/person when subject
fails to appear.
Pistol License Management
This application is a complete
pistol license Issuing management system. When application is entered it
automatically checks local records and warrants. It also checks if subject has
been declined in the past.

Citizens Complaint Management
This application documents
complaints from the public related to departmental employees. Brief information
is takes from office personnel and entered into system. That information is
then forwarded to supervisor for follow up. If preliminary determines that
complaint is legitimate it can forward the information to the Internal Affairs
Database at the at the direction of supervisor. Prints complaint and
statement for citizen to sign. Prints disposition
form.
Animal Control
Animal Control is designed to
document all animal related complaints. It stores all associated information in
the central sql databases. In addition to officer
generated reports it also receives animal complaints real time from CAD. When
a report is received by department and is entered into CAD the
it automatically appears on the animal control officer’s remote data
terminal.
Remote Data Terminal (Law Enforcement)
Terminal application is formatted
for laptop or Windows
PAD it connects to the
department network via internet card of hotspot. It gives officer in the field
access to many of the applications on the department’s network via internet
card. Officers have real time access to CAD call information as well as warrant
files and Master Name Index. Officers also have access to a number of other

are checked automatically when name is entered into system.
Paging Server
This application allows you to
send one-way messages to cell phone or email address using smtp format. It also allows for one button click to
send message to a group.
Stolen Property
All stolen property is documented
here. Most items are entered automatically via the Incident Reporting
Application. This application has a module that allows officers to search from
their Remote Data Terminal or Officer Console.
Internal Affairs
This program handles all employee
disciplinary issues, it aids in showing the progression of disciplinary action
from counseling to termination.
Training Management
Training Management maintains a
permanent record of all employee training both sworn and civilian employees.
The system starts by printing out training orders which contain all the
information needed by employee to attend training. It includes information
related to the training, location, subject, hosting agency etc. It also
provides employee with hotel information and a form to document expenses.
Training Management also notifies the scheduling officer via text message and
or email to make the necessary schedule adjustments.
Once training is complete,
employee turns in the training documentation form to the training officer who
enters the total hours into the system and it becomes a part of that employees
training profile. Training Management categorizes training and provides
department head with over all training profile for the employee and department.
An upgrade is bring written that
will enable you to make or add training videos, Once completed the Training
officer can send a training order for employee to log in to the training CAD
and watch the prescribed video, it will have questions during the video and a
test at the end. Once the video is completed the Training officer will be
notified of test results via email, if a passing score is achieved the system
will automatically print out a certificate and add credit hours to that
employees training profile.
This application is a complete
arrest management system. In addition to the Alabama Uniform Arrest Report, is
also integrates with the Alabama Incident/Offense Report as needed.

Officer Contact Average System
This application assigns a point
value to common department activities such as Alarms, Incident Reports, and
Traffic Stops and generates a contact average for all officers. It is averaged
out by dividing the total point value by the number of hours worked for the
month. Activities and their point value are determined by the department, and
can me edited via a control console.
Jail Management
Currently being upgraded to .NET format
GIS Addressing Management
The design purpose is to
coordinate the receiving and assigning of both business and residential e911 addresses.
It comprised of three modules, address request entry, address survey and
address administration.
The address request entry can be
accessed from a website or the request module can be installed at any call
taking point. Once the request is entered it is sent to the E911 Addressing
Officer for survey or verification. Once survey is complete, it is sent to the address
administrative module, (GIS person), for map placement and customer
notification.
Sex Offender Registry
The design purpose is to document
and track sexual offenders, Once entered it adds the offender information into
the Alert System and Master Name Index and anytime his information is entered
into any of the GDB applications such as Alabama IO or Arrest, Field Interview,
warning Citations etc. the officer is immediately notified that the subject is
a registered sex offender. The system maintains a list of all subjects that
fail to re-file.
Felon Registry
The design perpose
is designed to document and track felons, One entered it adds the offender
information into the Alert System and Master Name Index and anytime subject
information is entered into any of the GDB applications such as Alabama IO or
Arrest, Field Interview, warning Citations etc. the officer is immediately
notified that the subject is a registered Felon.
The system maintains a list of
all subjects that fail to re-file.
Report Management
Report Management is a central
repository for all established reports. Reports can be configures, printed or
emailed from this module.
